Different questions get answered in different shapes: question-and-answer material quotes best as explicit Q&A, comparisons as tables, procedures as numbered steps. Content that has the right substance in the wrong shape - an FAQ written as flowing prose, a comparison buried in paragraphs - loses to competitors who shaped the same information for extraction.
When this is flagged
The report flags this when the content's natural shape and its presented shape disagree: answerable questions not presented as Q&A, comparative claims not tabulated, sequences of steps not enumerated.
How to fix it
Match form to intent: break question-shaped content into question-and-answer pairs, put comparisons in tables, number the steps of any procedure. The information usually doesn't need rewriting - just reshaping.
