Answer isn't gated
Whether the answer or resource the page promises is actually on the page, rather than behind a form, sign-up, or paywall.
A landing page that promises "the complete guide" and delivers only a download form gives an answer engine nothing to quote. Assistants cite pages that answer the question in the open; a gate in front of the substance makes the page a weak citation candidate no matter how good the gated content is. The pages that win citations for a topic routinely give away enough of the answer to be worth quoting.
When this is flagged
The report flags this when the page promises an answer or resource but places a form, sign-up, or paywall between the reader and it, leaving nothing of substance on the page itself.
How to fix it
Put a genuinely useful portion of the answer on the page - key findings, a summary chapter, headline figures - and gate the deeper artifact (the full PDF, the dataset, the template). The open portion earns the citations and the traffic; the gate still captures the leads.
