Search engines have already decided what a query means: the results show it. If everything ranking for a term is comparison guides and your page is a product listing, or the query is clearly "ready to buy" and your page only explains, no amount of on-page optimisation closes that gap. Intent mismatch is the most common reason a well-made page cannot rank.
