Assistive technology is any software or hardware someone uses to make computers usable with a disability. On the web that includes , screen magnifiers, voice control, switch devices, and keyboard-only navigation.
Assistive technologies rely on what a page declares about itself - its structure, labels, and language - rather than how it looks. That is why so many accessibility checks test the declared structure of a page.
